Abstract
“The current institutional framework lacks the processes that guarantee a transparent and fair system. More importantly, we argue that the present system of allocation of public research grants is biased towards established researchers and denies funding to new researchers and those who challenge conventional thinking. There are two obstacles to a fair and transparent system. One relates to the assessment process internal to ARC and NHMRC. The other is due to the absence of a free market for scientific publications.”
