Abstract
“In summary, I am of the opinion that the CRC program has many defects and has probably served its purpose. The ARC programs, with their strong emphasis on academic excellence and the generation of revolutionary rather than evolutionary technologies, should be encouraged.”
NB: Watts points to the A.J. Parker Centre as an exception to his comments and suggests that there is inquiry as to what makes it an effective CRC.
