Abstract
“International comparisons show starkly how Australia has failed to capture benefits from the rapid growth in global trade. The OECD yearbook shows Australia’s trade to GDP ratio (at 19.4% in 2004) as fourth lowest and that it has increased by just 2.3 percentage points since 1991 (just one fifth of the average OECD increase over that time).
“Technology-based innovation, properly understood and sufficiently adopted, can be the key to addressing the structural deficiencies and reaping rewards. But this will require significant government leadership and vision, made hard when so many of Australia’s structures, history and attitudes are so deeply entrenched in a counter direction.”
