Overview
This submission argues that pricing regulations governed the Independent Pricing and Regulatory Tribunal and the Australian Energy Regulator make no accommodation for research and development costs meaning it is impossible to fund innovation via pricing no matter how desirable the new technology may be.
It points to the UK regulation system as a possible way forward in this area.
