Overview
This submission presents six suggestions based on a review of five Industry sectors undertaken by Enterprising Partnerships in South Australia during 2003 – 2006.
- Measure proposals against how well they build a policy and framework for “collaborative competency.”
- Develop an explicit list of national priorities for industrial and research growth. The smaller the economy, the more important this is.
- Measure all proposals against how well they promote access to global markets to SME, this includes the work down by large companies and universities on “global” solutions.
- Modify the procurement procedures of the Government to encourage innovation and reduce the transaction cost between government and industry
- Measure proposals against how they promote “risk leadership”. This looks at purposeful risk management and creativity, as opposed to risk aversion.
- Engage industry and view its members as strategic partners, not just a supply chain.
