Abstract

“Our research into innovation policy within successful multinational organisations finds that implementation, rather than research, is best considered the starting point for building effective innovative capacity1. Focusing on implementation determines whose problem gets researched, whose value get added to. It also encourages the key ingredient in innovation, interactive collaboration programs between researchers and implementers.

“The Business Council of Australia reports that Australian Government expenditure on R&D (GERD) is relatively high, largely due to its funding for the large public bodies like CSIRO, DSTO, Research Councils and some other rural-based research bodies. However, Australian Business expenditure on R&D (BERD) is low relative to other OECD countries. Large number of Australian companies simply do not invest in R&D. Those who do are usually subsidiaries of large overseas corporations.”
