Overview

This submission looks at the funding mechanisms of R&D and innovation in Australia from an economist’s point of view.

The first part of the report looks at the rationale for Government-funded research and development.

The second part looks at traditional and non-traditional methods for encouraging innovation, and notes that our system reflects little of the market-based or demand-pull models that are being used effectively in other parts of the world.

The third section looks at policies that directly relate to funding mechanisms.

This report is quite detailed (32 pages) and well presented.
