Abstract
“PROPOSAL ONE: That a mechanism be established for Australian SMEs that provides free access to the Web based scholarly literature.”
“PROPOSAL TWO: That a mechanism be established for Australian SMEs to gain free access to publicly supported staff, publicly purchased equipment or publicly funded facilities to advance their commercially relevant R&D.”
“PROPOSAL THREE: Establish a Patent Gallery web site that lists all patents generated by anyone in receipt of any Australian public support for up to five years prior to the patent being applied for. The gallery would be freely accessible and would be organised with a search engine that would facilitate easy identification of relevant groupings such as: industry, particular technology or particular outcome.”
