Overview
This submission argues that we will face serious human capital problems in the innovation field it the research grant system does not change. A series of short-term grants (the norm) offer minimal job security and little incentive to stay in the research system.
This submission suggests a “second chance grant” which would entail a one-year subsistence grant to projects that make it to the later stages of the review process before failing to secure funds. This would keep valuable research and researchers in the system for the next funding cycle and would help make the research career path more appealing and sustainable.
