Abstract
“This submission is different, because of its grass root perspective. It is made by a researcher who had recent first hand experience of the deficiencies in some parts of the innovation system in the process of leading a bid to establish a new Cooperative Research Centre. This scheme requires the researchers to attract commercial partners. Many companies whom we approached were seeking the opportunities to buy start-up companies in preference to other form of engagement, and this highlighted great difficulties faced by academics wishing to set up such companies to commercialize results of their research. This submission describes a concrete solution to this problem - a program called Small Business Innovation Research (SBIR) in operation in the US. It is my firm belief that SBIR scheme makes a real difference for the US economy, and helps drive the engine of innovation.”
