Abstract
“This submission proposes that the Innovation Department adopt a concept-driven approach to its strategic thinking. This should establish the criteria or strategic concepts that will sensemake activities intended to encourage successful innovation in Australia. The research literature1 reports that the concept-driven approach provides an effective counter to reliance on goal theory or detailed activity planning when dealing with an uncertain future, the need for creative thinking and when guiding loosely-coupled communities.”
